Civil Engineer graduated from the National University of Engineering specializing in Structures, Postgraduate Course in Port and Harbour Engineering in Tokyo, Japan; Course "Port Planning and Management", sponsored by the Foundation Valenciaport, the Port Authority of Valencia and Foundation course CEDDET of Spain and "Port Planning" organized and sponsored by UNCTAD / UNDP. He has over 40 years of experience in the transport sector, sea and river ports as well as the structural calculation and design.
